Passage 1: Land Acquisition, Public Purpose, and Judicial Review
The State of Aarav enacted the “Public Infrastructure Acquisition Act, 2024” (PIAA), which allows the government to acquire private land for “public infrastructure projects” upon payment of “fair market value” as determined by a government-appointed valuer. The Act defines “public infrastructure” broadly to include roads, railways, ports, and “any project certified by the State Cabinet as essential to economic development.” Affected landowners may appeal the valuation to a specialized tribunal within 30 days, but the tribunal’s powers are limited to adjusting the compensation amount; it cannot question whether the acquisition serves a public purpose.
